Export Documents Checklist India 2025 - Every Document Explained

An Indian export shipment requires 7–9 documents - Shipping Bill, Bill of Lading, Commercial Invoice, Packing List, Certificate of Origin, GST Invoice, VGM Certificate, and Form 13 are the core set. Missing any one of these causes customs holds, vessel misses, and payment delays. This checklist covers every document, who files it, and when.

Shipping Bill

Mandatory

Export declaration filed with Indian customs (ICEGATE) before the vessel departs.

Bill of Lading (BL)

Mandatory

Receipt of goods from the carrier. Also serves as a document of title and contract of carriage.

Seller's invoice showing the transaction value, HS code, buyer/seller details, and terms of sale (Incoterms).

Certificate of Origin (COO)

As Required

Certifies that goods were manufactured in India. Required for FTA preferential duty claims.

GST Invoice

For GST-registered exporters. Export invoices are typically zero-rated (IGST at 0%) under LUT/Bond.
